Climate Risk Policy

Guiding Opinions on Further Strengthening Financial Support for Green and Low-Carbon Development (PBOC and six other departments, Article 20): Financial institutions are encouraged to use tools such as climate risk stress testing and scenario analysis to improve internal control systems and management processes to effectively address transition risks.

 

Green Finance Guidelines for the Banking and Insurance Sectors (CBIRC [2022] No. 15, Article 23): Financial institutions are required to closely monitor the impact of changes in domestic and international laws, policies, technology, and markets on their clients' operations and industry development, and conduct scenario analysis and stress testing to perform dynamic assessments.

 

Task Force on Climate-related Financial Disclosures (TCFD) and the International Sustainability Standards Board (ISSB) IFRS S2 Standards: These require financial institutions to conduct climate risk quantification analysis and stress testing, ensuring that the models used adhere to principles of transparency, comparability, consistency, scientific rigor, and traceability.

 

Hong Kong Monetary Authority (HKMA)'s "Supervisory Policy Manual - Guideline on Climate Risk Management" (B1/15C B9/81C): Integrates climate risk stress testing into the regulator-led stress testing framework.

 

Hong Kong Securities and Futures Commission (SFC)'s "Circular to Licensed Corporations - Management and Disclosure of Climate-related Risks by Fund Managers": Requires that climate-related risks are considered in risk management processes and that appropriate steps are taken to identify, assess, manage, and monitor material climate-related risks for each investment strategy and fund managed by fund managers.
